every time i try to get close to some one i have a panick attack. what do i do??

I have been dating this guy for over a year, but we have barely kissed. I could probably count the number of times on my fingers and not run out. I just can't bring myself to kiss him, or doing anything romantic, really. He's shy too, so he never initiates anything, which doesn't help. Is there any way for me to get over my love-shyness and be more romantic?
